No, it is not conceivable that a constant magnetic field would have the ability to change the velocity of a charged particle.

Reason:

This is because the magnetic field does not affect the velocity because the magnetic field exerts a force perpendicular to the velocity. Therefore, no force can act on the particle. As a result, the particle cannot change its kinetic energy. So it cannot change speed.

Interestingly, the force acting on a charged particle is always perpendicular to the direction in which it is moving. Thus, magnetic forces cause charged particles to change their direction of motion, but do not change the speed of the particle. It is not possible to change the speed of a particle in a magnetic field because the magnetic field does not act on the charged particle.
